We use MapInfo Professional and StreetPro to display locations of employment-entry and job- retention related services such as training programs, transit routes, and child day care. The maps I am submitting illustrate conditions that worked in Connecticut's favor as state officials argued for reversing the Base Realignment and Closure Commission's decision to close the US Submarine Base in Groton (Connecticut's delegation ultimately persuaded the commission to keep the base open).
Using the US Census Bureau's Core-Based Statistical Areas (CBSA) of the regions competing for the US sub base's operations (Norwich-New London, CT; Jacksonville, FL; and Norfolk-Newport News, VA), as the comomon geographic element, these maps show the concentration of residents in the base's economic sphere of influence; housing vacancy rates to imply the availability of places to live for base employees; and commute times to illustrate that a higher proportion of workers have shorter commutes around the Groton sub base. The significantly smaller area of the Norwich-New London CBSA required the development of a larger geographic footprint while preserving the statistics' integrity to ensure equitable data comparisons among the competing regions. The resulting maps show how the areas compare using both the Census Bureau's geographic footprint and the extrapolated footprint and data.
